The railroad history discussion board that I belong to facilitates the linking of all images on the web, regardless of the source, as long as a url is provided. This one came from SkyDrive.
Would the problem be size?

I'm not the system admin on this forum, but I use an older version of this forum's software. On my version of PHPBB, the software only recognizes image links that end with a .jpg file extension. In other words, the link has to be directly to a photo. I'm guessing that's the problem with your photo link.
Even when I paste your link into my browser I can't get to the photo. I get a screen from Windows Live asking me to create an account. I'm doubtful that you will be able to post photos directly from SkyDrive.
A great way to get around it, if a picture on a website won't let you save it by right clicking....
while the picture is on the screen, and your cursor isn't in the way, reach up on your keyboard and hit the "print screen" button. This copies the contents of whatever is on your desktop into a picture, which is saved to the clipboard.
Then go open MS Paint, and go to "edit" and click "paste". Now what was on your monitor is in a Paint file. Go to edit and click "select all", then move it till the upper left hand corner of the picture is the upper left corner of the picture box. Slide the sliders on the picture to the bottom right corner, select the corner cursor, and crop the photo up to the lower right corner of the picture.
Thus, you have the picture itself, copied and cropped to MSPaint, where you can go to "save as" and give it a name and save it as a .jpeg file.
After that, upload it to a site like www.photobucket.com or any other site (even facebook!) then use the url for the actual .jpeg file to put in your [img] tags.

**EDIT** if you CAN save the file, then just download it to your computer and follow the last step. To save a picture that is on-screen, 9 times out of 10 you can right-click on the picture and choose "save picture as", "save as", "save file as" or something like that, then save it to your computer.
