Also, there are going to be sites that DOGM is successful in requiring reclamation, on those, can we require them to pay us to retrieve and catalog mining artifacts much as when an industry comes across a historical site Archeological Digs are required to be performed?

Today is the deadline for submitted statements of interest
April 1 is appropriate day :P for calling a deadline for submitting one's statements of interests on this bid. After careful review of the legal boilerplate contained in the bid packet, I cannot in good conscience submit my bid, because it prohibits me from entering a mine except to conduct bat surveys. Such a prohibition would legally obligate me NOT to enter any mine being surveyed by the DOGM. How ironic that they seal mines without examining them! But an interesting Q to ask is whether they survey EVERY mine for bats? I will be requesting permission to review these bids to see how bidders responded to the bat survey design part of the bid....IF they DO NOT survey EVERY mine for bats, they may risk sealing up bats and IF they don't survey the entire mine, they risk doing a shoddy job. We should probably offer to develop a plan to survey mines and offer this to those bidding with DOGM so as to SUBCONTRACT the prohibited work to those of us who don't mind entering mines....I will attempt also to find out WHO exactly submitted bids to DOGM and then develop a stratagey to contact them with a proposal to assist them with their bat surveys...Comment
